House committee to hear binding arbitration bill

The House Labor Committee is considering several bills Tuesday that relate to collective bargaining for teachers and other public employees. One bill would nullify public employee contracts as soon as they expire, rather than continuing the terms of the expired contract until a new contract has been negotiated.

A second bill calls for binding arbitration in cases where teachers and other school employees are unable to reach agreement with school officials on a new contract.

Per the state legislature, bills scheduled for hearing include:

  • 2011-H 5697, by Rep. Joseph A. Trillo (R-Dist. 24, Warwick), that would, upon the expiration of any public collective bargaining agreement, declare all prior agreements null and void.
  • 2011-H 5961, by Rep. John J. McCauley Jr. (D-Dist. 1, Providence), that would expand the scope of the binding arbitration process to include monetary issues for teachers and non-teacher educational employees.
  • 2011-H 5817, by Rep. Robert E. Flaherty (D-Dist. 23, Warwick), that would make several procedural and substantive changes in municipal employees’ grievance and interest in arbitration laws and also establish specific factors to be considered by arbitration boards when deciding a case.
  • 2011-H 5705, by Representative Flaherty, that would amend the definition of a municipal employee for the purpose of municipal employees’ arbitration.
